Resumen:
El presente escrito tiene como finalidad demostrar que el artículo 145 de la Constitución Política, brinda facultades a los Ministros de Gobierno para asistir a las sesiones ordinarias y extraordinarias, y participar con voz pero sin voto en los debates del Plenario respecto a los proyectos de ley en discusión. Demostrar que históricamente, los congresistas han interpretado y aplicado los procedimientos regulados en el reglamento legislativo que pertenecen a una figura de otra naturaleza, cual es la del control político. Que mediante la aplicación del verdadero sentido del artículo 145, se puede introducir de manera innovadora la figura del “Primer Ministro” en Costa Rica, creando de esta forma condiciones políticas propicias para una mejor gobernanza, todo esto sin pretender un cambio de sistema político.
Abstract:
This writing has the intention to demonstrate that article 145 of the Constitution, provides faculties to the Ministries of Government to assist to the ordinary and extraordinary sessions, and to participate with voice but without vote within the debates in the plenary respect to bills introduced to the floor. Demonstrate that historically, the congressmen have been interpreting and applying the procedures regulated in the legislative regulations code pertaining to a figure of another nature, which is the one of political control. That through the applying of the true meaning of article 145 can be possible to introduce in an innovative manner the figure of the “Prime Minister” in Costa Rica, creating the political conditions for better governance, all this without pretending a change of political system.
